The basic problem stems from public dissatisfaction with the draft during the Vietnam War and the Presidents wish to revert to a zero draft with an all-Volunteer Military Force. Many issues which remain from days past must be resolved in order that the Presidents desires may be fulfilled. The paper touches by the Department of Defense and Department of the Army.
