A mixed manpower system contains two relatively distinct classes of manpower which must be integrated for overall management purposes. This is the case with the U.S. Navy which contains over 850,000 personnel roughly divided into two-thrids military and on-third civilian personnel. The paper discusses how analytical models can be brought to bear on the problems of combining military and civilian manpower into one management system. A strategy-oriented point of view addresses the problems of interest for immediate implementation as well as basic problems of manpower model research development. Author
