The Importance of Bias Removal in Official Use of United States Census Counts.

The 1970 United States Census has approximate undercounts of 1.9 for whites and 7.7 for non-whites. Naively correcting these biases by assuming the above percent undercounts apply for various state and local governmental units would produce at least three significant changes. The objective of this type of study is to isolate and evaluate the benefits of error reduction in official statistics.
