Abstract:

The traditional function of the Ombudsman apparently is to function as an arm of the legislature or the executive branch of government, receiving complaints and grievances from the citizenry and responding to help those who have legitimate problems. The ombudsman takes steps to improve administration so that like situations will not arise in the future. The concept has been applied to the FAA as described in this report. The organizational ombudsman, rather than serving the public or citizenry, deals only with the agencys own employees.
