The purpose of this essay is to study the special programs developed by Department of the Army to increase the recruitment rates of black officers and to determine if special programs are also required to increase their retention rates. Data was gathered using a literature search. The study concludes that the recruiting programs are feasible and appropriate and that no special retention programs are required. Author
