The report is divided into six sections, each of which presents the results of work undertaken in a particular subject area during the course of the study. These working papers cover the following subject areas patterns of future short-haul demand airport development requirements air traffic control development requirements aircraft development requirements private sector constraints and local community constraints. The work reported upon was performed both to provide a background for the formulation of a program plan, and to define and extend the understanding of the short-haul air transportation development problem.
