Abstract:

Design to Cost is a phrase increasingly used in the DoD management literature. Accompanying the increased use has been a proliferation of interpretations of the phrase. This paper notes three of the interpretations currently in use a buzz-word which is meant to attract attention to the cost problem, a concept of financial control whereby the Defense Systems Acquisition Review Council establishes a target cost or bogey reflecting the latest estimate for systems during their validation and development phases, and the concept implied by DoD Directive 5000.1 whereby cost is an important parameter during trade-off studies of a system in its design phase.
