Abstract:

The acquisition of major weapons systems is an extremely complex process involving many highly interrelated individual operations, each critical to the completion of the final product. The report is an examination of the Patrol Frigate Acquisition Project through the development of a series of eight case studies around the major problems that have confronted the program during the initial stages of the procurement life cycle. The case studies are designed primarily for use in graduate level systems acquisition management courses of instruction. Although the cases are intended for use in series, substantial background information has been included in each case to allow separate and individual analysis. The case subjects include project planning, cost estimating, ship specifications, centralized procurement, contracting, ship Project Directives, and Test and Evaluation. Modified author abstract
