The basic question is whether or not the U. S. can expand its relations with the Republic of Soth Africa despite the Republics practice of extreme racial discrimination against non-whites. Data was gathered by a review of current literature and periodicals plus an examination of statements and actions by black African leaders in response to South Africas outward foreign policy overtures begining in 1967.
