Abstract:

The report discusses the benefits and drawbacks of a tactical nuclear capability and suggests that the judgment of the military, the warfighting experts, should be used in implementing programs to maintain warfighting capability. The report also discusses the nature of an eventual test ban codified in the Limited Test Ban Treaty and Nuclear Non-Proliferation Treaty.
