The concept of a wave-length profilometer based on phase-ranging with a VHF-modulated carbon dioxide laser was examined. Experimental measurements of the diffusely backscattered CO2 laser radiation from the surface of water were made. Based on these measurements, the conclusion is that a laser profilometer can be assembled mainly from commercially available components. Two designs are recommended one for use at a range of 3 m for measurements in a wind-wave tank and the other for use at a range of 10 m from a tower in the ocean.
