The report describes the analysis done to define the en route ATC implications of an improved short-haul air transportation system for the time period of 1976 to 1980. As the short-haul system for this time period has not been defined in detail, city origindestination pairs were not available, and in lieu of such information, a scenario approach was taken utilizing the city pairs of Washington, D. C. to New York, Philadelphia to Boston, and Houston, Texas to Memphis, Tennessee to cover a wide range of traffic densities and en route conditions. The New York to Washington scenario was chosen to stress the en route system and the others to attempt to eliminate any bias that may have been imposed by the high density route.
