The question of who is the point of contact in the Washington area for a country team overseas seems at first glance to be easily answered -- the country director. However, he can not always be responsive to its needs. The reasons for this situation are discussed. The present structure for coordination and how it evolved, the organization within the Department of State, the multiplicity of foreign affairs organizations and actors, the need for planning, crisis operations, and the status and philosophy of the country director will impact on the ability of the country director to accomplish his mission. Until these matters are resolved the country director will continue to experience difficulty. Author
