The report is a discussion of how to build a communications feedback system in the military organization. Two barriers to communications feedback are discussed the Officer Efficiency Report and the Chain of Command. Each of these barriers is discussed with emphasis on breaching the barriers in order for the command to get accurate and reliable feedback from each of his subordinate commanders. The officer efficiency report is a barrier to feedback because of the real or perceived fear that a commander will penalize a subordinate for disagreeing with command programs or policies, or for disclosing difficulties. The article outlines the reasons why the chain of command fails to promote a free flow of upward communication and offers three essential things that the astute commander can and must do if he is to establish the chain of command as a clear, comprehensive and valid channel to two-way communication.
