Abstract:
The report discusses control of influence in the public policymaking process. The 1946 Lobbying Act is regarded as a step in the right direction, although its vague language has given rise to difficulties in court decisions. The authors theory is that because the 1946 Lobby Law was not the result of a complete Congressional investigation and debate on the floor, it did not receive the careful scrutiny normally required.
