Abstract:

The major thesis of the paper is that through the management of technologies, better cost controls can be established for the acquisition process. The paper addresses the conception and development phases of the acquisition process and examines factors contributing to RD costs, illustrates that technical difficulties lie at the root of many costs overruns, establishes a relationship between technology and cost estimates, discusses approaches to treating technology in cost estimates, and suggests some methods for controlling costs in the acquisition process.
