Abstract:
The paper explores the factors affecting the development of a current United States position on banning underground nuclear tests. Data was gathered from Congressional Hearings, United Nations Documents, Reports of the U. S. Arms Control and Disarmament Agency and current press and periodical reports. A review of past efforts to ban nuclear testing is presented. Current technical military and political factors which serve as a basis for negotiating a comprehensive test ban treaty are summarized.
