The essay examines and evaluates past history and current missions of research, development, engineering, pilot production, procurement and support of military ordnance materiel. It will show how the arsenals were transformed from their primary functions as manufacturing facilities to their current configuration as research and development centers. Arsenal-industry relationships are explored and the importance and rationale for preserving the current arsenal system are developed. Recommendations for improving the arsenal image and eliminating confusion as to their role are also made. Modified author abstract
