Abstract:

President Nixons Report to Congress, U.S. Foreign Policy for the 1970s, The Emerging Structure of Peace, dated 9 February 1972, is compared with Secretary of Defense Lairds Annual Defense Department Report, FY 1973, National Security Strategy of Realistic Deterrence, dated 15 February 1972. Each report is described and analyzed separately. Attention is given to the four realities mentioned in Secretary of Defense Lairds report. Contrasting implications of the two documents are addressed. President Nixons outstanding Report is supported by Mr. Lairds perceptive Defense Report. However, the Defense Reports sweeping military requirements and unrestrictive guidelines give little practical guidance for the Armed Services. Author
