The memorandum summarizes findings of long-term research on the Peruvian Military. The author conceived the study after Peruvian military behavior during and after the 1962 coup did not appear to conform to predominant expectations among U.S. observers. Substantial field research was undertaken in 1964-65 detailed findings of the study have not yet been published, but the decision to make this summary available was based on its timeliness as background in considering the events precipitated by the 1968 coup in Peru. The text of the Memorandum is a slightly expanded version of the authors opening statement of April 14, 1969 before the Subcommittee on Western Hemisphere Affairs of the Committee on Foreign Relations of the United States Senate.
