The report, designed primarily as an aid for getting started, provides a procedural framework for a performance improvement effort and suggests specific techniques for the initial phases. the suggested procedure consists of seven phases 1 understanding the system, 2 analyzing operations, 3 formulating performance improvement hypotheses, 4 analyzing probable cost-effectiveness of modifications, 5 testing specific hypotheses, 6 implementing appropriate combinations of modification and 7 testing the effectiveness of the implemented modifications.
