The report presents the results of a study to develop design guidance for a shipboard hf transmitting antenna subsystem in its total environment for ionospheric path communications to 7000km and to predict hf communications system performance for comparison with CNO Mid-Range Plan requirements. Environmental parameters are shown to exert the largest influence on circuit reliability an antennas average gain is shown to be an extremely important parameter and data rate is shown to be the determining factor in requirements for circuit reliability at a given range in terms of numbers and types of modems, levels of diversity, receivers, transmitters, and transmitter power.
