Abstract:

The scientific objectives for an out-of-ecliptic spacecraft mission are reviewed. Much has been learned that was new and unexpected by observing the equatorial regions of the solar wind. It may be anticipated that equally surprising and new understanding will result from an out-of-ecliptic mission. Possible areas of research which will benefit from such a mission include solar wind, solar magnetic field, solar corona, galactic cosmic rays. Author
