Results are presented of a Cost-Effectiveness Study to determine the expedient airfield surfacing systems required in a theater of operations during the 1970-75 time frame to support the U. S. air mobility concepts, and to meet the Army approved Qualitative Materiel Requirements QMR for prefabricated airfield surfacings. Available data were used to develop the theater of operations scenario, airfield and aircraft mixes, traffic rates, and landing mat cost and performance information. Models were developed to measure the cost and effectiveness of hypothetical mats, as described in the QMR, and of existing mats currently in the inventory or under development. The results of the analysis are presented as recommendations in a Landing Mat Development Plan.
