Abstract:

Technical analysis of 6-year chains of citation-linked research-journal articles originating from mission-oriented basic research papers in photochemistry showed percentages of usage of the articles. These and otherstudy results suggest that methodology permits development of macro-measurements of the performance characteristics of individual science-technology fields, and of sub-specialties within them. Such data have significant potential value as formal tools for research managers and policy-makers. Suggestions are advanced for an R and D resource management system possessing an organic integrity extending from governance of science resources at national policy levels through to the individual investigation. Novel requirements of the system are usage citations in documentation for applied work, and addition of a formal language of social values to the present documentation of R and D technical goals and accomplishments.
