Abstract:

The study investigates the relationships between the efforts expended by the United States and the Soviet Union on military RD, as measured by expenditures, and the fruits of those efforts--the identifiable products of the military RD process. The generation of measures of military RD output is a major component of the study effort. Based on these measures of output and on reported values of U.S. and USSR military RD expenditures, correlations are sought between each nations military RD expenditures and its RD output. In addition, relative U.S. and Soviet inputs are correlated with relative U.S. and Soviet outputs of the RD process. Generally, high correlations are found when comparing relative inputs and outputs of the two nations and when comparing USSR inputs and outputs in the years prior to 1962. Author
