Abstract:

The three major components of the construction industry were identified as the command function the owner or client, the design function architects and engineers, and the construction function general contractors. A demandresponse analysis indicated that industry, utilities, and railroads were likely to present the heaviest demands on the construction industry. Under light attack conditions, the construction industry can readily cope with postattack demands, but under heavy attack conditions, restoration times are likely to be excessive. However, the resources of the construction industry are relatively easily rechanneled to high priority areas even under heavy attack, the construction industry is likely to survive as a viable force.
