Abstract:
The report describes a methodology for planning U.S. conventional naval forces in a future year, starting with inherited forces. The basic element of the methodology is the Navy Force Structure Model, which is a nonlinear programming model. Inputs to the model are a planning scenario including effectiveness objectives, threat, allies, worldwide tactics and weapon effectiveness parameters, inherited forces, and costs. The output is the minimum-cost force capable of achieving the objectives. Two principal analytical efforts are basic to the model the cost analysis and the Campaign Execution Model, presented in Volumes 2 and 3 of the report. Author
