Abstract:
The report examines civil defense as a public issue during the 1960s and the effects communication programs have had upon how individuals organize their ideas and behaviors about the issue. It discusses an overall lack of and decline in consistency in the organization of behaviors about civil defense, as well as a decline in predictability of decision making about the issue. There are indications that communication programs as well as international crises may prompt more systematic organization, but low keyed programs such as are investigated in this series of studies appear insufficent to make increased organization lasting.
