The report is an evaluation of the present FAA Advanced Flow Control Procedures AFCP, based on data gathered from its implementation on February 5, 1971 and on a fast-time digital simulation of traffic feeding into the NY airports on that day. The report discusses the effectiveness of AFCP in theory in the February 5 case study, and as modelled in the simulation. Recommendations are made 1 to retain the concept, 2 to modify the procedures, 3 to modify the computer program, and 4 to conduct further research. Author
