Abstract:

When President Nixon declared a 90-day wage-price freeze in August, 1971 he assigned administrative responsibilities for it to the Office of Emergency Preparedness OEP. Resulting urgent dynamic requirements for exchanging transient status information between Washington and a nationwide field organization led OEP to implement an unusual computer-based, on-line, interactive management information system called EMISARI. Design philosophy emphasized communication among managers at multiple levels variations in data urgency system flexibility to permit operational evolution and immediate usability by non-computer people without needing extensive training or documentation. The system was placed in operation quite rapidly, evolved successfully throughout the freeze, and was heavily used by both regional and headquarters personnel. Author
