Abstract:

The Academy Ad Hoc Panel on Sanguine has examined two questioning papers to determine whether there are specific technical issues concerning Sanguine that have not been correctly assessed by the Navy. The Panel finds the following with regard to the technical basis for a Sanguine System 1 The results of test transmissions strongly suggest that the Sanguine System will work as expected by the Navy 2 There is no significant reason to disagree with the technical methods used by the Navy for predicting system performance 3 The Navy is right in predicting that a properly insulated antenna buried below the earth will operate the same as an antenna 10 meters above the ground.
