Abstract:

It is important to assess the capability of planning methods for dealing with health care delivery problems. Three basic areas must be addressed in any planning effort as follows 1 Populations to be served by a health care delivery system must be classified according to their expected consumption of resources in the maintenance of health. 2 Alternative structures of facilities must be tested as to their relative effectiveness in delivering care. 3 One must be able to allocate resources so as to evaluate the effects of budgetary and other constraints as well as possibly conflicting goals. Some components of a modeling system which deals with this general planning problem with respect to some important aspects of health care delivery are described briefly with illustrations of their implementation.
