The study is based on 425 RAND interviews with local residents of Saigon and Gia Dinh province, conducted from February to mid-April, 1968, concerning the Viet Congs recent Tet offensive. It focuses on Viet Cong political tactics during, and popular reactions to, the offensive against Saigon, and presents several conclusions.
