The study presents the development of theoretical criteria for ex ante, or predictive, allocation of prime defense contractors capital resources to an individual negotiated procurement contract for the purpose of determining a fair ex ante price. A two-part ex ante pricing model is proposed in order to simulate market-determined pricing which is absent in the military procurement market. The approach employs capital theory to arrive at valuation and allocation of fixed capital.
