The paper explores the feasibility of measuring the productivity of the military Research, Development, Test and Evaluation RDTE program. The author formulates and estimates systematic relationships between the aggregate resources and products of the portions of the RDTE program concerned with the development of new aircraft and missiles. These relationships trace the aggregate effects of different levels of these portions of the program and consequently measure the productivity of the related RDTE resources. The relationships can be useful for showing the effects of RDTE resources as instruments for achieving military security in a way that might be compared to the resources allocated to other instruments such as force procurement, force deployment, and intelligence.
