A method is reported for relating an aircraft units maintenance and repair manning levels to the operational capability of the unit. Most Air Force bases are already collecting the time and job data needed to establish the manpower-operational capability curve for a given organization flying a particular type of mission in a particular type of aircraft. The approach is to determine the units maximum sustainable sortie generation capability, given its organizational structure, operational and support policies, and unlimited maintenance manpower. Then small balanced cuts are made in the manning levels to find the effect on operational capability, using SAMSOM II to simulate the selected flight schedule over 30 to 60 days.
