Abstract:
Managers of military and civilian personnel systems justifiably demand an estimate of the payoff, in dollars and cents, which can be expected to result from the implementation of a proposed selection program. The Cost of Attaining Personnel Requirements CAPER Model provides an optimal recruiting-selection strategy for personnel decisions which minimizes the total cost of recruiting, selecting, inducting, and training a sufficient number of persons to meet a specified quota of satisfactory personnel. The report provides a detailed explanation of the steps involved in utilizing the CAPER Model with, or without, access to computer facilities. A FORTRAN 2 computer program including detailed documentation is presented. This program is designed for a small computer system. Author
