Turbulent pipe flow is considered from a phenomenological point of view dividing the flow into three regions the wall region, the core region, and the overlap region. Utilizing an extension of Millikans analysis a unified eddy viscosity is developed which holds everywhere in the pipe. The model leads to good prediction of mean velocity, turbulent shear, turbulent energy production rate, and direct viscous dissipation profiles as measured by Laufer, and good representation of the friction law for a wide range of Reynolds numbers.
