Procedures are established for predicting debris environments in urban areas resulting from different nuclear attack situations. Methods of classifying construction equipment by productivity for debris removal operations are presented, as are methods to estimate requirements for and mobilization of personnel and other supporting resources. Procedures include all prevent planning activities, increased readiness requirements and implementation of clearing operations in the early post-attack period. Methods and procedures are illustrated by a hypothetical situation in the City of San Francisco.
