The report includes an Executive Summary that highlights the need for manpower planning system improvements, the system concept and examples of its uses, and the recommended implementation plan. The four main chapters contain more detail on the material contained in the Executive Summary, organized in essentially the same sequence. The first three of seven appendices provide detailed descriptions of the current Navy manpower planning process and pertinent aspects of the planning techniques and informlation systems supporting the process. The fourth and fifth appendices deal with the details of the NMPS users and uses and of major factors that enter into the design and evaluation of a manpower planning system. The last two appendices consist of a bibliography and a glossary of terms. Author
