Abstract:

The scope of the Navy housing function appropriated fund is identified, and qualitativequantitative staffing standards are proposed for Consolidated Housing Offices and for Navy housing subfunctions. These standards are based upon on-site studies at Navy, Air Force and Army installations, and upon guidance obtained at academic, industrial and labor organizations, as well as through significant library research. Proposed standards for Navy bachelor housing provide both for existing levels of service and for desired levels as expressed in current official guidance. Significant management and manpower utilization problems, together with other factors affecting the overall quality of everyday life in Navy quarters, as obtained through interviews with cognizant management and operating personnel, are identified and discussed. Recommendations are made to assist Navy planners in determining manpower requirements and in developing a personnel recruitment and training program for effective and up-to-date management and operation of Navy housing.
