In an economic anthropology project, the history of economic and technological development is traced in a Visayan Philippine fishing community. Social and cultural factors have operated to limit development. The vertical strucutre of society, with patron-client relationships, and with commitments to superiors and subordinates, limits the extent to which persons on the same social level can organize effectively for their own improvement. Social organization and political processes, rather than a lack of skills or capital have proven to be the major factors limiting overall economic growth.
