Abstract:

The report presents a new analytical technique for computation of a Design Worthiness Index DWI which can serve as a more definite criteria for assessing the level of development or excellence of design improvements and changes. The procedure outlined involves evaluation and assignment of numerical scores to pertinent system and sub-system characteristics such as design adequacy, performance, reliability, human factors, maintainability, and cost effectiveness. Presented is a step by step procedure for calculation of the index. The report shows how the procedure may be used not only to compute the DWI for an existing design, but also to compute a predicted DWI by assuming that improvements of one order magnitude are made to areas shown to be deficient in the evaluation process. This dual capability provides the program manager with a valuable decision-making tool which can be used by him in controlling the level and direction of future design or development effort. To illustrate the applicability and validity of the derived procedures, an existing SATS Shoft Airfield for Tactical Support catapult service change was evaluated and the results are presented herein. Procedures for this report are applicable in any phase of the RDTE Research Development Test Evaluation cycle including preparation of allowance lists, design service changes, equipment procurement, and system or subsystem development.
