The present report describes the design and the operation of an X-band measuring set-up that was assembled for the purpose of measuring certain basic propagation phenomena which occur in dissipative environments. The present set-up consists of a parallel-plate region which, by employing a Mylar metallized sheet as one of its two plates, represents an improvement that offers many advantages over less flexible instrumentation used in the past. Measurements were taken with the new set-up which verified the basic soundness of the improved instrumentation. In addition, these measurements reconfirmed the presence of a lateral wave at the interface to a lossy dielectric, as already obtained in a preceding effort that was carried out at a different K-band frequency.
