The study was directed toward identifying areas where DoD policy and guidance are needed to effectively manage the development and use of automatic test equipment ATE for maintenance. Several aspects of ATE are examined including general state-of-the-art, major items under development or use, and special versus general application of ATE. Current plans were examined for each of the Military Services regarding their use of ATE for maintenance. The study concludes that effective management of ATE for maintenance can only be achieved when all test equipment requirements to support a weapon system or major equipment are effectively integrated and controlled. The study presents two recommendations that OASD I and L and ODDR and E jointly develop DoD policy which establishes requirements and assigns responsibility for life cycle management of test, measurement, diagnostic, calibration, and prognostic equipment and that OASDI and L and ODDR and E jointly initiate standardization projects to develop general design and specifications and intended scope of application for future off-line, general purpose ATE.
