Phase scintillation effects upon the electromagnetic cross sections of volumes containing ionized irregularities are calculated for both forward and backward scattering. Expressions for the average amplitude and cross section are obtained for arbitrary scattering angle. Numerical applications are made to the forward scattering results. Born approximation to the attenuation length and to the scattering cross section per unit volume does not have proper dependence on the thickness of the scattering medium. Deviations from the Born results are significant for extended volumes of irregularities. For a nominal medium of mean square index of refraction fluctuation equal to 10 to the -8th power, and correlation length of 1 km, the attenuation length of a 400 MHz wave after 10 km of penetration is about an order of magnitude greater than the Born result.
