Over the period 16 November 1967 through 15 February 1970 significant laboratory studies of the dielectric properties of natural materials were performed. The methodology has been developed for making free-space measurements of the dielectric constant at microwave frequencies. Measurements of soils, water, salt water and ocean water have been performed and what are believed to be the major physical influences on the values of dielectric constant have been identified. The system used for the measurements is an ellipsometer, i.e., the receiving antenna measures the ellipticity and tilt angle of an elliptically polarized wave reflected from the materials surface. Intensive systematic error analyses have been performed and have identified and quantitized the principal error contributions to the dielectric constant values obtained. Author
