The Memorandum provides formulas for obtaining the diffusely transmitted and reflected radiation fields for a planetary, isotropically scattering atmosphere of finite thickness in terms of the solution to the problem with no planetary surface. Numerical results show that these reflected and transmitted fluxes are essentially the same whether isotropic or Rayleigh scattering laws are assumed.
