The report presents a conceptual framework for looking at the problem of training personnel for overseas assignment. Characteristics of the overseas situation that are relatively unique, prevalent, and likely to have a significant effect on performance are briefly described and classified. From this analysis two types of goals for training are formulated Objectives in terms of kind of learning and objectives in terms of content. Within each, a conceptual breakdown of types of objectives is presented as a general analytical framework for deriving goals for specific training programs. The report represents an interpretative summary of much of the research and writing on training for overseas but does not attempt to survey the literature.
